John Ruttan
What I’ve done as your Mayor:
In my first term I created three committees to bring
citizens into the decision making process: the
Development Process Review Committee, the Economic
Development Commission (now the Nanaimo Economic
Development Corporation) and the Nanaimo Progress Board.
Council and I also achieved many other successes
including:
• completion of the Maffeo Sutton park renovations,
• adoption of a City of Nanaimo Cultural Strategy,
• acquisition of property to add to Neck Point Park,
• a new park zoning bylaw,
• residential kitchen waste and improved recycling
collection service,
• improved city water facilities at Extension Reservoir
and Colliery Dam Park,
• live online streaming and archived videos of City
Council meetings
• new energy conservation and management policy for the
city
• around-the-clock staffing of the Chase River fire
station
• licensing and control amendment to permit the keeping
of ducks and chickens in the city
• cosmetic pesticide application restrictions
• restored the Nanaimo Bastion
• approved community plan for public art
• approved the Lotus Pinnatus as the city’s floral
emblem
• adopted the South End neighbourhood plan
• adopted the Newcastle/Brechin neighbourhood plan
• Quarterway bridge and road widening project
• three permanent off-leash dog parks
• new zoning bylaw
• construction of two electrical vehicle charging
stations in city-owned facilities
What I will continue to do as your Mayor:
I am still working on getting a hotel built beside the
Vancouver Island Conference Centre so that we can
increase the number of conferences and meetings held
there, and consequently, lower the amount of municipal
subsidy to the conference centre.
I also want to continue to work toward the successful
operation of a pedestrian-based ferry system between
downtown Nanaimo and downtown Vancouver.
What I want to complete as your Mayor next term:
1. I am looking forward to engaging the entire community
in Nanaimo 2020, a visioning process that should reflect
the desires and aspirations of all of Nanaimo’s
citizens. This will finally bring everyone in the
community together to develop a common strategy for
moving forward instead of the historic ‘us-against-them’
mentality that drains much of the positive energy out of
developing our city’s future.
2. Work with Council to continue our review of the
city’s services to maintain quality of service while
being fiscally responsible.
3. Develop city administration’s focus on responsible
regulation balanced by efficient service.

Building Nanaimo Together
I am running for Mayor of Nanaimo because I believe in connection and community – and I believe that together we can build a better Nanaimo.
My vision for Nanaimo is efficiency in balance. I want to attract people and grow the city; provide for that growth by moving people efficiently and sustainably; make good use of the tools and resources we have to provide responsible, sustainable growth and a safe and caring community.
I want you to vote for me because I have the energy and enthusiasm to carry through on this vision. I’m looking ahead into Nanaimo’s future. I’m looking at the big picture. I am committed to this work. I am connected to the youth in this community, to the seniors and to the business community. I am a successful business person and I want to give back to the community that brought me to where I am today.
I see a clear vision of you and me and council and staff – Building Nanaimo Together.

Question.
Listen. Lead…
I believe Nanaimo has the potential to become one of the leading small cities in
BC with a strong economy and a rich community spirit that supports all its
citizens and celebrates its diversity. Leadership, direction and vision will
make this happen.
There needs to be a new approach to increase the effectiveness of partnerships
between the City and stakeholders like Vancouver Island University, Nanaimo Port
Authority, Vancouver Island Health Authority, Snuneymuxw First Nations, major
employers and industry, senior levels of government and non-government
organizations in efforts to market ourselves to the world.
We must take advantage of our assets, seek opportunities to expand them,
position ourselves to invite and welcome new business, facilitate a healthy
local economy with fair taxes, and focus on making city hall ‘business friendly’
with a level playing field for all.
We will create greater strength as a community by coming together and rebuilding
trust between residents, elected leaders and the skilled people running the $160
million corporation called the City of Nanaimo.
The security of residents will always be paramount and I eagerly stand behind
our public safety workers while carefully balancing support of our social safety
net. Our cultural core – the arts, sports, recreation, festivals and events –
will always be close to the heart of our community and will flourish with a
strengthened economy.
Care for our environment, stewardship of our natural resources, and preservation
of the qualities that make our setting so spectacular will never be prejudiced
in our efforts to achieve a sustainable future for our families.
Mayor and Council must reflect the vision of the community – and do so with
transparency and trust to make Nanaimo a better place. There needs to be a new
attitude around asking for the community's input to major decisions, and a new
commitment to serious community consultation.
My community is an important part of my conscience. I know we can do better when
we work together. This is my passion and these are my promises. Now… Let’s get
things done!
Priorities
1) ZERO property tax increase within 3 years.
2) Reconsider ‘wet housing’ plans. Engage in real community consultation.
3) Get city hall and the community working as a team.
4) Aggressively market Nanaimo as a business destination.
5) Provide strong leadership to reflect the community’s vision.
